First you have to download the compressed version of the Proset (the latest one is the Wireless_16.5.3_e164.zip AFAIC) AND NOT the executable one. Use Winrar or 7-Zip and find the files wifi.msi and wifi1.cab, extract them to the folder C:\WINDOWS\INSTALLER and you're all done. Download to a temporary directory. Unzip the .zip package. This creates a folder with 32bit (_ia32_) and 64bit (_intel64_) ‘.msi’ installation programs. The ‘.msi’ redistributable packages can be executed to install the redistributable libraries. To install the redistributable package on Windows, double-click the .msi installer file(s).

I had some trouble with that Intel NIC on my Z590 Gaming Force too. What eventually did the trick: In the adapter options (you will find them in the network settings), set "Energy-efficient Ethernet" to disabled, and set Speed to 1.0 GBps Full Duplex instead of Auto.
